How long are annual appropriations available for new obligations?

Annual appropriations are generally available for new obligations for one fiscal year. If a portion of the appropriation is obligated by September 30, the unobligated balance from that appropriation may remain available for obligation for an additional year, until September 30 of the following fiscal year. Obligations cannot be made after the period of availability ends because the appropriation has lapsed.
