Northern Europe's International Relations (1800-2000): Conflict to Integration

The past two centuries in Northern Europe (Denmark, Norway, Sweden, Finland, Iceland, Baltic states) trace an arc from **dynastic rivalry → great power war → neutral survival → deep integration**.

1800–1864: Danish-Swedish Rivalry & German Unification

  • **1807-1814:** Napoleonic Wars. Denmark-Norway allied with France → Defeat. **Treaty of Kiel (1814):** Norway ceded to Sweden. Denmark keeps Iceland, Greenland, Faroes.
  • **1814-1905:** **Union of Sweden-Norway** (personal union, separate constitutions). Tensions over foreign policy, consular service.
  • **1848 & 1864:** **First & Second Schleswig Wars.** Denmark vs German Confederation/Prussia/Austria over Schleswig-Holstein. **1864: Denmark loses both duchies → Prussian dominance.**

1864–1914: Nation-Building & Neutrality

  • **Finland:** Grand Duchy of Russia (autonomy → Russification).
  • **Iceland:** Home rule (1874, 1904), sovereignty (1918).
  • **Scandinavia:** **Neutrality doctrine** (Sweden, Norway, Denmark). Industrialization, labor movements, welfare seeds.

1914–1945: World Wars Test Neutrality

  • **WWI:** Sweden, Norway, Denmark **neutral** (but trade concessions to Germany). Finland **independence (1917)** via Russian collapse → Civil War (Reds vs Whites).
  • **Interwar:** Nordic cooperation starts (1919). **Nordic Council** precursor. Finland-Soviet tensions (Winter War 1939-40, Continuation War 1941-44).
  • **WWII:** **Denmark & Norway occupied (1940).** Sweden **neutral** (iron ore to Germany, transit, but rescued Jews/Danes). Finland **co-belligerent with Germany** vs USSR, then Lapland War vs Germany. Iceland **occupied by UK/US**.

1945–1991: Cold War Division & Nordic Model

  • **NATO Founders (1949):** Norway, Denmark, Iceland. (No US bases in Denmark/Iceland peacetime initially).
  • **Neutral/Non-Aligned:** Sweden, Finland (Paasikivi-Kekkonen doctrine / Finlandization).
  • **Nordic Council (1952):** Formal inter-parliamentary cooperation. Passport union (1954), Labor market (1958), Social security convention.
  • **Welfare State Consensus:** "Nordic Model" — universalism, high taxes, strong unions, gender equality — converges across all 5.

1991–Present: European Integration & Security Shift

  • **EU Membership:** Sweden, Finland (1995). Denmark (1973, opt-outs). Norway, Iceland (EEA/Schengen, not EU).
  • **Baltic Independence (1991):** Estonia, Latvia, Lithuania join Nordic-Baltic Eight (NB8), then EU/NATO (2004).
  • **2022 Watershed:** Russia invades Ukraine → **Finland & Sweden apply to NATO** (joined 2023/2024). End of 200+ years of Swedish non-alignment. Nordic defense cooperation (NORDEFCO) deepens.

Today: High Trust, High Integration

Shared values: Democracy, rule of law, human rights, climate leadership, digital government. **World's most integrated regional bloc** (passport-free, labor mobility, joint procurement, research, culture). Challenges: Arctic security, energy transition, demographic aging, immigration integration.
