This document contained important aspects of reform aimed at improving the society of his time among which the following stand out: first, he proclaimed the abolition of slavery, with special reference to black Africans. Second, he ordered that the tributes the indigenous people had to pay the Spanish crown should stop, and their personal servitude to the church should be nullified. Third, the monopoly on gunpowder, tobacco and salt exploitation by the Spanish crown should cease, these activities should pass into the hands of private citizens. Although its practical effects were limited by the circumstances, this decree, with its egalitarian and inclusive content, is highly significant and shows Hidalgo´s social concerns.
