What led great Britain to change its mind about establishing a Jewish homeland in territory of palestine?

There is no evidence Great Britain changed its mind. Britain issued the 1917 Balfour Declaration expressing support for a Jewish homeland, and a Jewish homeland came into fruition decades later in the form of the modern state of Israel in 1948.
