It is absolutely mandatory that you purchase your "Exchange Order" before you enter Japan as you will not be able to purchase one once in the country. With your "Exchange Order" in tow, you can obtain your Rail Pass by walking into any one of the Japan Rail Pass Offices. The "Exchange Order" is good for three months and must be changed out for a Rail Pass within that amount of time.
Prior to your departure, visit the websites for the JR pre-approved sales offices and agencies (see Resources). Once you select an agency, look for their online "Exchange Order" form. Once this has been properly filled out, your "Exchange Order" will be mailed back to you.
You also have the option of walking in to the Chinese office of any JR-approved travel agency (see Resources). Make sure to have all necessary documentation with you when you apply in person.
Once you have arrived in Japan, you must turn in your "Exchange Order" to receive your Japan Rail Pass. You can have your order processed at any JR pass office.
