The TSA allows unloaded firearms to be packed and transported in checked luggage only. All firearms must be packed in a completely secured, locked, hard-sided case and declared at the airline check-in counter. Ammunition must be securely packed in packing made from materials such as wood, cardboard or metal, and may be packed in the same locked case as the firearm.
No firearms, parts of a firearm or ammunition are allowed to be transported in carry-on luggage, with the exception of firearms used by certain law enforcement officers who are eligible to fly armed. The TSA also notes that travelers should check with their airline about any airline specific firearm restrictions before arriving at the airport. Travelers who are traveling internationally must also ensure that all firearms meet the requirements of the destination country.
The TSA website notes that firearm regulations are tightly controlled and strictly enforced. Persons who do not follow the firearm regulations may be criminally prosecuted and charged with up to $10,000 of civil violation fees for each offense.
