What is the smoking policy at heathrow airport since 1st July?

Smoking within London Heathrow Airport is banned.

There is a dedicated smoking area outside and at the front of Terminal 5 (next to the bus interchange).

Smoking or vaping in any other place (including airside, in terminal buildings, retail units and office environments) is prohibited.
