Go to the office of the relevant state agency with the required documents and payment. Complete the application for a state identification card. Your state identification card should arrive in the mail at the address you give on the application.

Study the driver's manual issued by your state.
Take the driving test administered by your state. Upon passing, your state will mail you a driver's license at the address given on your application.
Locate your nearest Passport Acceptance Facility on the U.S. State Department's website. Contact the Passport Acceptance Facility to confirm accepted methods of payment and whether they can take photos on site.
Photocopy the required documents for proof of U.S. citizenship and identity. Go to your nearest Passport Acceptance facility with copies and original documents of U.S. citizenship and proof of identity. Submit payment in the form required by the facility, and photographs if the facility does not take photographs on site.
Complete Form DS-11: Application for a U.S. Passport. Do not sign until instructed to.
Submit all documentation, payment, and photographs to the Passport Acceptance Facility. If your passport application is approved, you will receive your passport in the mail at the address indicated on your form.
