Because of the ease of securing the form of currency, this rule isn't strictly enforced. But it is a good idea to still carry a few Pounds on you before entering. This can typically be done through a money changer in your departure airport.
For visitors from the European Union it is not necessary to acquire a visa when entering the country. Travelers from the United States, South Africa, Australia, Canada and New Zealand will be given a "leave to enter," allowing the traveler to stay in the country for up to six months. All other visitors need to apply for a visa through the British embassy of their own country.
