The T-51b Powered Infantry Armor cannot be obtained during Operation: Anchorage. There may be mods for the Power Armor in the PC Edition if it is installed or you may obtain the armor during the main quest line of Fallout 3 when your level is between 19-27, or find it inside Raven Rock during Broken Steel
