If you have an old, undamaged passport, you can use it as proof for a new one. The passport can be expired, but the information page, your photo and identifying information must be readable and in good condition. Your old passport can be used as proof of citizenship and as proof of identity.
Your current, valid driver's license can be used as your primary identification for your passport application, but it cannot be used as proof of citizenship. If you apply for your passport in person in a state other than the issuing state for your driver's license, you must submit a second form of identification.
Use your current government ID as proof of your identity. This ID can be issued by a city, state or the federal government. A government ID is sufficient proof of your identity, and you will not need to provide secondary proof, but you will need proof of U.S. citizenship.
A current military photo ID issued to military personnel and their dependents is acceptable proof for the identification requirement for U.S. passports. The photo identification from any branch of official military service is acceptable.
You must submit a photocopy of your photo ID along with your application forms when applying for a passport. The copy must be on standard white 8-½ X 11-inch paper without any markings and must be on only one side of the paper. Include the front and back of each photo ID, if you have more than one, preferably on a single page. If you are unable to put the front and back on a single page, two separate pages are acceptable. You are allowed to increase the size of your photo identification image, but you may not decrease it.
