By Phone:
1. Call the DVLA at 0300 790 6801 (from within the UK) or +44 1792 782 338 (if you're calling from outside the UK).
2. Follow the automated voice prompts to speak with a customer service representative.
3. Explain your situation and let them know that you need help applying for a provisional driving license with a non-GB address.
By Post:
1. Write a letter to the DVLA at the following address:
DVLA
Swansea
SA99 1BA
United Kingdom
2. Include your name, address, date of birth, email address, and phone number.
3. Explain your situation and why you cannot apply online.
4. Enclose copies of any supporting documents, such as your passport or proof of residence in the UK.
Alternatively, you can also try the following:
- Use a UK postcode that corresponds to the area you will be residing in or using the postcode of a friend or relative who lives in the UK.
- You can enter a UK address and then, when you fill out the rest of the form, provide your actual non-GB address in the "Correspondence Address" section.
- Contact your local Post Office and ask if they offer a "redirected mail" service. This may allow you to use a UK address for the purpose of applying for your provisional licence.
When contacting the DVLA, be sure to have all of your personal details and documentation ready, including your passport, proof of residency in the UK (e.g., utility bill or bank statement), and any other supporting documents they may require. They will be able to provide you with guidance on how to proceed with your application.
