Why does woman have a higher literacy rate in Kenya than Sudan?

It's not accurate that women have a higher literacy rate in Kenya than Sudan. In fact, the literacy rate for women in Sudan is higher than Kenya. According to the World Bank, the literacy rate for women in Kenya is 79.7%, while in Sudan it is 81.7%.
