Specifically, Japan hoped to obtain the following:
- Recognition of Japanese control of southern Manchuria and eastern Inner Mongolia
- The right to station troops and police, mine, and build railroads in those regions
- Control over the Chinese economy in southern Manchuria and eastern Inner Mongolia
- Special rights and privileges in other parts of China, including the right to establish joint enterprises and build railroads
Japan also wanted China to agree to a general recognition of Japanese preeminence in East Asia.
