Research Quebec and verify that it is where you wish to settle. Visit your local Canadian consulate or visa office to learn about Quebec.
Determine in which immigration category you qualify. There are three main categories for immigrants to Quebec: refugees, sponsored immigrants (usually family members of people already living in Quebec) and workers. In most cases, your immediate family (spouse and children) will qualify for the same category as you.
Obtain identification documentation, diplomas or degrees you hold and proof of French language ability if available. Determine your ability to travel to Quebec.
Determine your refugee category. There are three main categories for refugee recognition: government-assisted refugees (those selected by the government of Quebec while abroad), sponsored refugees (subjects of a collective sponsorship agreement by a Canadian humanitarian group), and refugee recognized in Canada (those granted asylum after arrival).
If applying as a government-assisted refugee, have your status recognized by the Quebec government. First apply to the government of Canada to be recognized as a refugee and demonstrate your fear of persecution in your home country. Once Canada has recognized your status, apply to the government of Quebec for Quebec-specific refugee recognition.
If applying as a sponsored refugee, have your sponsor group submit an undertaking application indicating their willingness to sponsor you.
For all refugee categories, travel to Canada after any applications you have submitted have been processed. Upon your arrival, immediately visit an Immigration-Québec office to meet with a government official.
Submit your application for a "certificat de sélection du Québec." Forms are available from the Immigration and Refugee Board. You can then apply for permanent residence in Canada.
Verify your family member is eligible to sponsor you and you are eligible to be sponsored. Sponsors must: have completed their obligations to immigrants they previously sponsored; be over 18 and a citizen or permanent resident in Quebec; not receive social assistance other than pensions or disability; not be convicted of a sexual or violent offense within the past five years; have sufficient income to support the immigrant(s) and pay application fees. You must: be a close relative; not have been convicted of a sexual or violent offense within the past five years; sign a contractual agreement indicating you agree to sponsorship.
Have your sponsor apply for sponsorship. They must submit an application form including the necessary fees and proof of your relationship to them. Once that form has been approved, they will submit an undertaking application to the Quebec government (including your contractual agreement).
After the sponsor's initial application form has been approved, submit an application for a "certificat de sélection du Québec - family class" to your local Canadian visa office, and wait for that application to be approved.
Travel to Canada, and upon arrival visit the Immigration-Québec office with your sponsor to meet with a government official.
Fulfill your contractual obligations with your sponsor. You must inform them of your immigration and financial status. You may apply for permanent residence at any time.
Complete a preliminary evaluation of immigration online. This questionnaire queries your knowledge of French and English, your marital status and children, your work experience, and your education (you must hold at least a secondary-school diploma). This questionnaire is intended to determine your eligibility for immigration.
Submit an application for immigration. This application includes: an application for a "certificat de sélection du Québec;" proof of education or French-speaking ability (if applicable); identification documents; payment of fees; and a signed contract of financial self-sufficiency. You may be asked to attend an hour-long interview with an immigration counselor as part of your application.
Once your application for immigration has been approved, apply for permanent residency in Canada. This application includes payment of fees, a medical examination and a security check.
Travel to Canada, and upon arrival visit the Immigration-Québec office to meet with an immigration official.
