Has Quebec twice voted for independence and rejected that route?

Quebec has never voted for independence. There have been two referendums on the subject, in 1980 and 1995, but both times the "No" side won. In the 1980 referendum, the "Yes" side won 40% of the vote, while in the 1995 referendum, the "Yes" side won 49.4%.
