Norway Has 18 Counties (Not 19 Regions)

Since the 2020 regional reform, Norway is divided into 18 counties (fylker), not 19. The current list:

1. Oslo
2. Viken
3. Innlandet
4. Møre og Romsdal
5. Trøndelag
6. Nordland
7. Troms og Finnmark
8. Vestfold og Telemark
9. Agder
10. Rogaland
11. Vestland
12. Sogn og Fjordane
13. Hordaland
14. Buskerud
15. Vest-Agder
16. Aust-Agder
17. Telemark
18. Oppland

Notes

• Some names (Viken, Innlandet, Vestfold og Telemark, Troms og Finnmark, Vestland, Agder) are mergers enacted 2020.
• Oslo is both a county and a municipality.
• Svalbard and Jan Mayen are Arctic dependencies, not counties.

Prior to 2020, there were 19 counties; the reform merged several to strengthen regional capacity.
