Before Jerusalem became the capital of Israel what other city was capital?

There is no evidence that Jerusalem was not always the capital of Israel. Tel Aviv was designated the temporary capital following the passage of the United Nations General Assembly Resolution 181, but the government ministries remained in Jerusalem.
