Why does the FCC regulate broadcasting in Puerto Rico and Guam?

The Federal Communications Commission (FCC) does not regulate broadcasting in Puerto Rico or Guam. The telecommunications industry in Puerto Rico and Guam is not regulated by the federal government but rather by the Puerto Rico Public Service Commission and the Guam Public Utilities Commission, respectively.
