Trailers of all sizes are subject to federal regulations as well as self-imposed regulations designed by the trailer manufacturing industry. Trailer manufacturers are inspected annually to ensure all year models of trailers comply with regulations.
In an attempt to assist the manufacturers of boat trailers, the National Maritime Manufacturers Association (NMMA) offers certification to boat trailer manufacturers to ensure compliance with published regulations. Certification covers subjects, such as identification plates, capacity ratings, lighting and registration procedures.
Alongside NMMA certification, a joint program is operated by the NMMA and the National Association of Trailer Maintenance (NATM). To qualify for design and manufacturing certification, a manufacturer must be a member of NATM and registered with NMMA.
The trailer design and manufacturing process is covered by Federal Motor Vehicle Standards used by the NATM to ensure trailers meet certain safety regulations. Federal regulations cover the design and manufacture of brakes, certification labels, tires and wheels, and lighting.
