Place your luggage on your luggage rack.
Hook one bungee onto one side of your luggage rack and then walk it around to hook it to the other side. Repeat this step until you have at least three bungees, one in the middle, one in the back, and one in the front. Make sure all lumps and bulges are strapped down with a bungee.
Lightly tug at the bungees to make sure they are taut and tightly in place.
Place your luggage in the middle of your luggage rack.
Tie one end of your rope to one side of the luggage rack using a slipknot. Slip the other end of the rope through the loop in the slipknot and stretch it to the other side.
Tie a slipknot on the other side so the loop goes around the luggage rack. Double the knot. Repeat steps 2 and 3 at least twice, once in the front and once in the back. Also repeat this step wherever any bulges are found in the luggage to keep them from pushing the ropes apart and slipping through.
