The town of Paris was rebuilt after the fire of 1916. J.J. Culbertson was a prominent businessman and philanthropist during that time. He hired St. Louis architect J.L. Wees to build something similar to the fountains in Italy to commemorate the rebuilding of the town. The fountain is constructed of Italian marble and took three years to complete. Construction began in 1924 and was completed in 1927. The fountain is located in the center of the downtown Plaza.

St. Louis architect J.L. Wees was commissioned by J.J. Culbertson to design this memorial for downtown Paris. The memorial was built to honor the men of Lamar County that died during World War I. Typical World War I memorials in the United States are statues of doughboys, but this memorial is more somber. The slumped figure and extinguished torch symbolizes the young men who died while serving their country.
