How do I Obtain a U.S. Passport for a 12-Year-Old Flying With One Parent to Mexico?
As of 2009 under the Western Hemisphere Initiative, anyone entering the United States from anywhere in the world by foot, air, boat or car must present a valid ID. This means when traveling to Mexico you must present a valid passport when returning to the United States. If you are traveling with a child he must also present a valid passport. In order to get a passport for your child, even if they are traveling with one parent to Mexico, both parents must be present to obtain a United States passport.

- Evidence of relationship to child (for both parents)

Download the passport application online for a minor's passport. Fill the form out completely and make an appointment at your local post office to turn in the documentation.

Present the application and required documentation to the clerk at the post office. Be sure both parents and the child are present. Required documents include birth certificate for parents and child, photo identification for parents, two passport-sized photos of child, written parental consent for the passport and the fee.

Check that all the information is correct after receiving the new passport. The parent who is not traveling with the child to Mexico must write a note of consent for the other parent to take the child out of the country.
