Who are permited in California permitted to use HOV lanes?

- Vehicles with two or more people, including the driver. This is the most common way to qualify for HOV lane use.

- Clean Air Vehicles (CAVs). These are vehicles that meet certain emissions standards. CAVs can be either electric, hybrid, or fueled by natural gas.
