Definition of an "Unruly Child" in Georgia Law

Under the Georgia Code (§ 15-11-2), a child is legally classified as "unruly" if they meet both of the following criteria:

1. Habitual disobedience: The child is "habitually disobedient of the reasonable and lawful commands of his or her parents, guardian, or other legal custodian"
2. Beyond parental control: The child's behavior is "beyond the control" of those caregivers

Additionally, the child's conduct must be injurious or dangerous to themselves or others.

This definition is used in juvenile court proceedings (CHINS – Child in Need of Services) and can lead to court-ordered supervision, counseling, or placement. It is distinct from delinquency (which involves criminal acts).
