How was Palestine created?

There is no country called Palestine. The area currently occupied by Israel was previously known as the British Mandate of Palestine, which was created by the League of Nations after World War I. In 1948, the British Mandate was partitioned into two states: Israel and Jordan. The West Bank and Gaza Strip, which are now occupied by Israel, were part of Jordan until the Six-Day War in 1967.
