In Minnesota, a motorcycle license is required to operate a scooter with an engine displacement of 250 cubic centimeters (cc) or greater. Scooters with an engine displacement of less than 50 cc are classified as "motorized bicycles" and can be operated with a valid driver's license only. However, scooters with an engine displacement of 50 cc or greater, but less than 250 cc, require a motorcycle learner's permit or motorcycle license to operate on Minnesota roadways.
