It is not illegal to drive on a New Hampshire highway with off-road lights. This does not mean that there are no restrictions on how off-road lights must be maintained if on a highway.
Off-road lamps must be covered at all times while on the highway to prevent the light from being thrown. The lights must not be less than 12 inches above the ground, nor more than 42 inches above the ground, and no more than three off-road lights may be attached to the vehicle.
The restrictions for off-road lamps also apply to auxiliary lights, fog lamps, and lights attached to the roof or roll bar of a vehicle.
