Are lights in wheel wells illegal the state of California?

In California, all lights on a vehicle must be approved by the California Highway Patrol (CHP) and meet the requirements set forth in the California Vehicle Code. However, there is no specific mention of lights in wheel wells in the Vehicle Code. Therefore, it is not clear whether or not lights in wheel wells are legal in California.
