Does the Law of Return allow Arabs anywhere in world to immigrate Israel?

The Law of Return does not allow Arabs anywhere in the world to immigrate to Israel. In fact, it allows only Jews and their immediate non-Jewish family to make Aliyah (immigrate) to Israel. Arabs are not considered to be Jews under the law.
