No Fee Passport Information

No-fee passports are available for members of the military, U.S. government officials or family traveling abroad for military monuments or ceremonies. No-fee passports are for government- or monument-related travel only. Those who need to travel for personal reasons must obtain a regular-fee passport. Those who hold a no-fee passport may have a valid regular-fee passport concurrent with a no-fee passport.
  1. Eligibility

    • Approval is required from those who wish to obtain a no-fee passport. This may be in the form of correspondence from the travel office or the American Battle Monuments Commission. Those with other purposes of travel, such as humanitarian purposes, may also be exempt from paying passport fees. When obtaining the no-fee passport, there is a $25 passport execution fee, but the standard passport issuance fee is not required.

    Procedure

    • If you wish to obtain a no-fee passport, contact the travel office of your branch. Once you have applied for the passport, an appointment will be set requiring specific documentation. The type of documents will depend on the reasons and requirement for the no-fee passport. The organization or government branch that requires the applicant to travel will obtain the passport through the mail or pick it up from the passport office.

    Military

    • Military officials may only travel overseas with a no-fee passport for official business. Military officials should bring two passport photos, a birth certificate, identification, a copy of orders and an old passport, if available. Children of the military personnel need two passport photos, a birth certificate and a Social Security card, and both parents and children must be present at the appointment. If both parents are not present, a letter of consent is required. Other family will require the listed documentation plus adoption paperwork, legal paperwork that shows any name changes, divorce paperwork or custody agreements.

    Battle Monument

    • Family of military members who rest or whose name is on the Tablets of the Missing can use a no-fee passport to visit the monument. No-fee passports are good for five years. The holder may reuse the passport to visit the monument again. Applicants are required to have the application, name of the military family member, relationship to the member, burial location and a letter from the commission. When obtaining the letter from the commission, it needs to have the applicants' mailing address listed. These applicants will receive the passport via the postal service.

    Other

    • Federal government officials and Peace Corps members should apply for a no-fee passport by contacting the agency headquarters travel office. The U.S. Department of State may contact the Bureau Executive Office or personnel technician. For all other applicants, contact your Congressional representative or email CA-PPT-SIA-Communications@state.gov. If traveling for unrelated special circumstances, bring the application and any corresponding paperwork to the closest no-fee passport location for additional information.
