Arrange for a photographer to take your photo. Insure the photographer is well versed in the requirements for passport photos.
Dress in normal street clothes. Remove your hat or other headgear which might obscure your hair or hairline. Wear any prescription glasses, wig, hearing aide or similar device that you normally wear. Have the photographer take your photo.
Develop film. Digital cameras may be used, but must be capable of capturing and storing images with 1 mega-pixel or more. Print two identical copies of the photo in color on thin photo quality paper.
Trim photos to 2-by-2 inches in size. Insure the photos reveal your full face, front view against a plain white or off-white background. Insure your face measures between 1 inch and 1 3/8 inches from the bottom of the chin to the top of the head.
Complete Form DS-11 Application for Passport. Take the application along with all required documentation, the application fee and the two passport photos to your nearest Passport Acceptance Facility. Do not affix the photos to the application.
Give the application along with the appropriate documentation, the two passport photos and your application fee to the representative at the Passport Acceptance Facility. The representative will affix one photo to your application by placing one staple on the right border of the photo and one staple on the left border. The representative will paper clip the other photo to the application and will submit the completed application for approval to the State Department.
