Instructions

    • 1

Determine if your vehicle has the required certification label by checking the driver's side door jamb for an official Federal Motor Vehicle Safety Standards (FMVSS) certification label. The label must say, "This vehicle conforms to all applicable Federal Motor Vehicle Safety Standards (FMVSS) in effect on the date of manufacture shown above." The label must also include the name of the original manufacturer, and the month and year the car was built.

    • 2

Obtain a letter from your vehicle's original manufacturer certifying that FMVSS are met if the vehicle's certification label doesn't include the FMVSS confirmation portion. This letter must be on the manufacturer's letterhead and include the vehicle's VIN number. There is a manufacturer contact list on the National Highway Traffic Safety Administration (NHTSA) website.

    • 3

Fill out the HS-7 Declaration Form, which can be found on the NHTSA website or at U.S. Customs and Border Protection at the time of entry.

    • 4

Fill out Environmental Protection Agency (EPA) Form 3520-1, which can be found on the agency's website or at Customs at the time of entry.

    • 5

Clean the outside and undercarriage of your vehicle, using the water hose to remove any debris or local contaminants.

    • 6

Submit the HS-7 Form, the EPA Form 3520-1 and the manufacturer's certification letter (if needed) when entering with the vehicle through Customs.
