Cut the two-by-four boards to the right length. When the rack is done, they will lay perpendicular to the direction of the rails of the luggage rack. Cut the boards to a length so that they will extend past the edge of the luggage rack rails by about 3 inches.
Lay the boards on the ground to continue construction. Lay them in the same direction and with the same spacing as they were on the roof. The wide side of the two-by-four should be face down. Lay one ski flat across both boards, and mark a dot on each edge of the ski and in the center of the two-by-four. Repeat the process for the next ski, with about 3 inches between the skis.
Drill holes on all the marks you just made. These holes will be used to anchor the straps into the wood that will be stretched over the skis to hold them in place. As you are making a rack for one pair of skis, there should be eight holes drilled.
Cut the inner tube into smaller inner tube sections that measure a couple inches longer than the width of the skis. Then make two cuts longways, 180 degrees apart, so that you then have two strips of rubber that will lay flat when stretched.
Lay a strip of tubing over the first pair of holes that you drilled. Cut a small "X" into the tube over the drilled hole and insert the wood bolt. One side should be anchored in securely.
Lay a ski on the rack and stretch the tube over the ski over to the other hole. Stretch tight enough so that the ski will not move around but not extremely tight as this will wear out the rubber and make sliding the skis in more difficult. With the rubber stretched, repeat the X-cutting process and push another bolt in. Repeat this process for the three remaining pairs of holes.
Attach the two-by-fours to the luggage rack of the car by using the parachute cord. Remove the skis from the rack before placing the boards on the car. Firmly attach the boards by wrapping the rope repeatedly over and under the boards and the luggage racks. Secure the rope so that it will not slip by using a slipknot.
