According to the website, however, an additional fee may be processed for drivers younger than 25. Depending on where the car is being rented, there may be locally-owned rental agencies that have different age requirements.
Ask an older driver to vouch for the younger driver. Some car rental agencies will allow a 20-year-old to drive a rental car if it is also under the name of a driver 25 years or older. Note that not all rental agencies will do this; additionally, if a younger driver is not disclosed to the rental agency, there can be a penalty fee as well as liability charges if there happens to be an accident. Some agencies use the younger driver as an alternate driver, but the older driver must always be in the car.
Check the membership information of organizations like credit unions and alumni associations, which may have unique ties to various rental agencies. These may allow a driver to rent a car at a discounted rate regardless of age. These membership perks are often part of the fine print.
