Yes, a citizen of Namibia is able to give birth in Canada. Although Canada does not grant automatic birthright citizenship the child that is born in Canada would be considered both a Namibian and a Canadian citizen by descent as long as one the parents holds Namibian citizenship at the time of their birth.
