How to Add a State to a Cab Card

Motor vehicle carriers are required to register their vehicle for the International Registration Plan (IRP) if they plan to conduct operations in multiple states or Canadian provinces. Vehicles must meet specific vehicle type and weight criteria for IRP registration. IRP registration allows a carrier to use a single apportioned license plate and eliminates the need for a carrier to purchase trip permits for interstate travel. The carrier selects a single base jurisdiction, or state, to report mileage and pay taxes that are due, in lieu of paying taxes to each individual state. The base state issues a cab card and license plate for the vehicle to the carrier. The cab card lists authorized states for interstate travel. At any time, the carrier can submit an application to add a state to a cab card.

      Go to the website of your state's Department of Motor Vehicles or Department of Transportation. Many states provide online access for IRP changes or allow you to download and print a form to amend the states on the cab card. Online access often requires an account login and password. Follow the instructions to create an online account if you have not already established one.

      Follow the online instructions to add a state. Make sure to complete all required fields. Indicate the state(s) that you want to add to your cab card. Submit the transaction when you have filled in all information. Follow the instructions for payment for any required fees. Look for a confirmation message that the transaction is complete. The state agency may also email confirmation of the transaction.

      Wait to receive an updated cab card in the mail and make sure to place it in the vehicle.

    Mail or Fax Application

      Download the application form from the state's website. Some forms will allow you to fill in the requested information online before you print the form. If not, print the form and write the requested information on the form. Indicate the state(s) that you wish to add on the form.

      Include copies of all requested documentation with your application. Requested documents may include proof of ownership, copy of a lease agreement if applicable, proof of payment for the federal Heavy Vehicle Use Tax and proof of insurance coverage for the motor vehicle carrier.

      Sign and date the application. Follow the instructions on the form to submit the form via mail or fax to the agency. You will receive an invoice in the mail for applications submitted by mail or fax. Return the invoice with payment to the specified address to receive an updated cab card to place in your vehicle.

    In-Person Application

      Go to the state agency's office to submit a request to add a state(s). Check the state's website or call the state agency for a list of locations that will accept walk-in applications.

      Bring documentation with you to submit with the application. Complete the form and pay for any applicable fees to receive a new cab card.

      Place the updated card in your vehicle.
