Submit a completed passport application form and any passport fees. Set up an appointment with the German Embassy or your local consulate where you'll submit the required information and pay the required processing fees.
Take and submit two identical passport pictures that were taken within the last six months. These pictures can be taken at the German consulate. There should be no coverings on the face such as eyewear or headgear unless it is for medical or religious purposes.
Supply the original and a copy of your birth certificate. You will also need to show original and a copied proof of your marital status -- married, divorce or widowed -- if it applies. If you currently have a German passport, that can be provided as well, along with a copy. U.S. citizens need to provide original and copies of proof of residency along with a utility bill or a valid picture ID showing the applicant's name and address.
