Ensure that you have all the documents needed to apply for a passport: a birth certificate, proof of U.S. legal status (for example, visa, permanent resident card or U.S. passport), a marriage certificate of an applicant's parents or proof from local authorities that the applicant's parents were not married, and proof of Dutch nationality of at least one parent between the applicant's birth and the applicant's 18th birthday (for example, deregistration documents issued when the parent(s) left the Netherlands and proof that the parent(s) remained Dutch until the applicant turned 18).
Have a passport photo taken. The photo cannot be more than six months old. It must be in color and clearly show the applicant's face.
Complete the passport application form. Application forms can be downloaded from the Royal Netherlands Embassy website. Do not sign the application until you are at the consular office.
Find the nearest Dutch diplomatic mission and determine whether you need an appointment to submit your application. All Dutch diplomatic missions, except for the Consulates General in New York and Miami, require passport applicants to make appointments. This can be done online.
Submit the application, supporting documents, photo and passport fee at a Dutch diplomatic mission. The passport fee must be paid in cash. The supporting documents must be originals, and a copy of each is required. If copies are not submitted, the original documents will not be returned. When submitting an application, you will also be asked to provide fingerprints.
Pick up your passport at the diplomatic mission where the application was submitted. An applicant may also request to have the passports mailed to her home. The processing time for first-time passport applications is generally four weeks.
