Gather important documents if this is your first passport or if your old passport is damaged. One of these documents must prove your U.S. citizenship, while the other must prove your identity. Documents that prove citizenship include a certified birth certificate, naturalization certificate or consular report of birth abroad. Documents that prove your identity include a valid driver's license, current government identification, current military identification or naturalization certificate. If you have a current passport, you can renew it by mailing only your passport, two current photos and the appropriate fees to the National Passport Processing Center in Philadelphia.
Photocopy the front and back of the document that proves your identity. Use an 8 1/2-by-11-inch sheet of paper and print both images on one side of the paper. If this is not possible, you may submit two sheets of paper, each displaying one image, according to the U.S. State Department.
Take your documents to the Passport Acceptance Facility at the Spokane County Auto Licensing Office between 8:30 a.m. and 3:30 p.m. Monday through Thursday and between 8:30 a.m. and noon on Friday. Request passport photographs if you do not have them already. These are available on site for a small fee. The Passport Acceptance Facility accepts only cash or checks.
Fill out the DS-11 Passport Application, but do not sign it. Take your application to the counter along with your documents and photographs. Sign your application when the Acceptance Agent tells you to do so. Pay the appropriate fee by cash, check or money order. These fees will vary depending on your age and how quickly you need you passport. A list of current fees is available from the U.S. State Department.
