How to Get a Philippine Passport for an American Child

Only citizens of a particular country can apply for the passport of their country. Therefore, in order for an American child to be eligible for a Philippine passport, the child must have been born to one or more Philippine citizens. All Philippine passports issued in the United States must be applied for in person at a Consulate General or Embassy of the Philippines. In order to prove the child's right to citizenship, a Certificate of Birth Abroad issued by the Philippine consulate must either be filed prior to, or simultaneously with, the passport application.

      Download, print and complete a Philippine passport application form from the website of the Embassy of the Philippines in Washington D.C., or from any of the eight Philippine consulates and honorary consulates in the United States. The consulates are located in San Francisco, Portland (Oregon), Honolulu, Chicago, Los Angeles, New York, Miami and Atlanta. If the child is above the age of eight, he must sign the application form. If the child is under eight, the parent or legal guardian must sign it.

      Gather the necessary supporting documents. These include:
      • Report of Birth Abroad certificate issued by the Philippine Consulate or Embassy. This can be applied for simultaneously with the passport application. It is a special birth certificate form for citizens born outside of the country and must be obtained from the consulate.
      • U.S. birth certificate.
      • Marriage certificate of parents.
      • Medical records from the hospital where the child was delivered.
      • Original passports.
      • Photocopies of the information pages of both parents and a letter of consent for the child to travel signed by both parents. If only one parent can appear in person at the application appointment, the letter of consent must be notarized.

      Obtain three identical 4.5 cm x 3.5 cm passport photos. Unlike U.S. passport photos, Philippine passport photos must be taken in front of a royal blue background. Thoroughly explain this criteria to your photographer to avoid risk of rejection.

      Go in person to the consulate or embassy with the required documents and application forms. The passport cannot be applied for by mail. You must present your identification and proof of legal guardianship of the child. You will need to give ink thumbprints of both your left and right thumb on the application form.

      Pay the current processing fee for the 32-page or 64-page passport, depending on which one you are getting. If you do not intend to return to the consulate, submit a prepaid self-addressed envelope along with the application so the passport can be mailed to you.
