Make an appointment to visit the Netherlands embassy in Pretoria or the nearest local consulate. You are required to visit in person to submit your passport application, and setting up an appointment is also necessary to avoid being turned away. Appointments for the Pretoria embassy can be booked online.
Download the passport application form from the embassy website (see Resources) and complete in block letters using blue or black ink.
Take your passport photos to submit along with your application. Dutch passports require 35-by-45 mm photos, with the face taking up between 16 to 20 mm of the width from ear to ear. Aside from dimensions, there are a number of other regulations on photo quality, such as background color, positioning, expression and exposure. Check the website for a detailed section on passport photos.
Pay your passport processing fee. This must be paid in cash, and prices for various passports are fixed in Euros, although you may also pay using South African Rand. For a regular Dutch passport the cost will amount to about 58 Euros.
Submit your old passport at your nearest embassy or consulate. For first-time passports, substitute required identification may include your national ID card, birth certificate, or other forms of state-issued photo ID. For lost or stolen passports, a police report must accompany your documents and application. Your application will then be sent to the passport section in Pretoria where it takes about 3 weeks to complete.
