Get a copy of a birth certificate in St. Paul, Minnesota or elsewhere in the state by going in person to the local registrar’s office. Usually you can get a certified copy the same day, making this the fastest option. You can find the local registrar's office online.
Order a birth certificate by mail. Fill out the form and make a photocopy of your drier’s license or state-issued photo ID. The application includes a worksheet to figure out the charges for your request; do this also.
Have your application form notarized. Minnesota law requires this to establish “tangible interest.” This means that only you, members of your immediate family and certain other persons have the right to receive a certified copy of your birth certificate and you must provide a notarized statement that shows you are one of the people authorized to get a particular birth certificate.
Mail the completed application form, copy of your photo ID, and fee worksheet to the Minnesota Department of Health, Attention the Office of the State Registrar (Birth Certificates), P.O. Box 64882, St. Paul, Minnesota 55164-0882. Include a check or money order (they won’t accept cash) for the total amount (if you are getting a copy of a single birth certificate and don’t want it expedited or sent by Federal Express, this will be $16.00). You can also pay by credit card, but there is an extra charge.
Order online or by phone through USCert, if you prefer. This is an independent company that takes your application online and does most of the paperwork for a fee. You still have to get your application notarized, however.
