Visit the consulate office of the Israeli Embassy nearest you (see Resources) and request a passport application if you wish to apply in person. Otherwise, download the "Application for a passport/travel document" from the Embassy of Israel website (see Resources) to process your application by mail. However, both parents must sign an application on behalf of a minor under the age of 18 in front of a notary public or consul.
Prepare to submit two passport photographs taken within the past 6 months. The color photos must show a frontal view of the applicant's face and be 2 by 2 inches in size, taken against a light blue or white background. The offices of the Israeli Consulate also often provide a photo service for passport and visa applicants at an additional charge.
Present the Teudat Zehut identity card as proof of Israeli citizenship. Make a photocopy if processing your passport by mail.
Include an additional $11 if you are interested in processing your application by mail or receiving your new passport and travel documents by mail. Otherwise, make all checks payable to Israel of Embassy or make the payments in cash, credit or money order.
Return your completed application, proof of citizenship and applicable fees to the Israeli Consular or address your documents to the address on the application form. The average processing time for new passports is 2 weeks.
