How to Apply for a Canadian Passport Without Citizenship

Canadian passports are typically reserved for Canadian citizens. However, the Canadian government makes exceptions for convention refugees, stateless persons, protected persons and permanent residents who have been residents for fewer than three years and are unable to obtain a national passport for a "valid reason." These individuals can be issued an official travel document.

      Access the Passport Canada website. Click "PPTC 190" link next to the word "Adults" in the middle of the page. This will open up an application form in a new window.

      Print the application. Read through the requirements checklist, found in Section B, for a full explanation of the items you will be required to submit. Applicants must also submit $87 (Canadian) in the form of debit card, credit card or certified check, at the time of publication.

      Fill out all necessary information on the form, and mail the form with payment enclosed to the Passport Canada office address included on the website.
