Gather your materials. For a first-time Croatian passport, you will need to show proof of Croatian citizenship. You can use a Croatian citizenship certificate (domovnica) or paperwork showing a ruling of the Minister of the Interior that you have been granted Croatian citizenship (rješenje o primitku u
državljanstvo). You will also need to show your original birth certificate. If you were born abroad, you will need to have a certified and sealed translation of your birth certificate in Croatian. Finally, you will need two passport photos (3.5 cm by 4.5 cm) and proof of your three-month residence.

Contact the nearest Croatian embassy or consulate. First time passport applications must be made in person. Ask consular services if current application forms can be mailed to you so that you can fill them out prior to your interview. Set up an interview to apply for your passport and inquire as to how you should pay the passport application fee. The payment process differs from country to country, but local currency or U.S. dollars are usually accepted. If you reside in the United States, you can contact the Embassy of the Republic of Croatia in Washington, DC at (202) 588-5899. Go to your passport application interview. Make sure to bring all of your original documents. If you need to complete your application on site, give yourself ample time to fill it out before the interview. Don't forget your current passport and proof of residency.
