Fill out an application, which can be done online or by hand. The Home Office, Identity and Passport Service of UK, says the form must be filled out in CAPITAL LETTERS with a black ballpoint pen. It will also need to be countersigned by someone not related to you, has known you at least 2 years and is a business professional (see Resources below).
Set an appointment for an "identity interview." The Home Office now requires all passport applicants over the age of 16 to come in for an interview. This is part of the agency's mission to combat identity theft. It will take about 30 minutes.
Get two passport photos taken, one of which must be countersigned by a recognized business professional who has known you for at least 2 years.
