Obtain three headshots of yourself for the passport. The pictures must be taken on a white background and be 1.5 inches by 2.5 inches. You must be looking into the camera and not have anything covering your eyes or head. The pictures must be in color.
Find the nearest Colombian embassy or consulate where you will submit your paperwork and possibly interview with the staff. Call first to make an appointment.
Download the available paperwork from the Consulate website. If it is not available, you may pick it up. The paperwork will require you to fill out extensive background information about yourself and your reason for wanting a passport.
Bring multiple forms of identification to your appointment, including your birth certificate. Depending on where you plan to visit, you may be required to get a Visa. Learn whether the country you will be visiting will require a Visa on the Consulate website.
Submit your passport paperwork, your pictures and pay the fee. The government will perform a check of your responses and create a passport for you. They will then send your passport to you in the mail. Be patient. It may take a few weeks.
